First Institutional Milestones

The draft proposes interim ethics, delegation, finance, records, security, and conflict rules within 30 days after appointment; launch of Chief Electoral Officer recruitment and an institutional risk and asset inventory within 60 days; publication of a transition roadmap within 120 days; a legal gap analysis and regional, procurement, technology, and civic-education plans within six months; a core Secretariat, registration pilot, complaints system, and public simulations during the first year; and audited post-election review after the first electoral cycle.
