Article 42 requires the President to address the National Assembly every year on the state of the country and the policies of the government. This archive preserves those annual addresses and the Victory Speeches delivered after verified presidential elections, with each speech clearly identified and kept distinct.

This archive preserves inspirational presidential statements in one continuing collection. Each statement is identified by title and publication date and may be expanded or collapsed for convenient reading.

EXECUTIVE/PRESIDENTIAL REGULATIONS

Executive and presidential regulations are instruments made under authority conferred by the Constitution or an Act of the National Assembly. They direct executive administration and implement existing law; they cannot amend an Act or create power beyond superior law.

PROPOSED STRUCTURE OF THE CABINET

The proposed Cabinet structure is presented through two consultation instruments available on the Executive Regulations page: the Cabinet Regulations, 2026, which govern Cabinet organization, meetings, decisions, conduct, Secretariat and records; and the Government Ministries Organization Regulations, 2026, which establish the 18-ministry structure, allocate portfolio mandates and institutional boundaries, set common administrative standards, and provide for transition and implementation.
