Draft Civil Service Administration Establishment Proclamation
The implementation brief refers to a final draft, but no Civil Service proclamation file is present in the project folders, prior attachments, or website media library. No substitute document has been invented. The download will be activated when the controlling source file is supplied.
Current Legal Status
Article 57 establishes the Civil Service Administration and leaves its detailed organization, powers, and duties to law. The governance, independence, transition, merit, labour-rights, appeals, payroll-integrity, and digital-system arrangements described on the institutional page are proposed and require verification against the controlling source proclamation and future legislative enactment.
